This new system, which is optional for the 2006 election cycle, offers numerous advantages to candidates, political committees, and the general public seeking to file and review campaign finance information. The system is designed to be as "user friendly” as possible, with appropriate prompts to facilitate use. A 57-page user manual is also available.
The system captures the same information as the existing paper system, following the same state laws that apply to paper document filers.
Candidates, Campaign Committees, and Political Action
Committees should review the General Instructions and Deadlines for
candidates or
political action committees,
as appropriate.
The first step for using the on line system is to register You will be asked to
select a unique user name and password. For security reasons, please limit
access to your user name and password. Once registered, you can utilize this
user name and password to access your account and enter financial receipts and
expenditures. This can be done on either an "as you go” basis OR by working
off line on a downloadable template. In either case, receipt and expenditures
data will only become available to public users after the appropriate filing
deadlines. Also, given that public users will be cross referencing the database
of contributors, we request, to the extent feasible, that you enter each
individual contributor’s full name (no nicknames) and home address
(rather than a business address).
Public Users, which includes anyone wishing to view this data, have access, as they do under the paper-based system, to filed statements, listings of contributors, and general information on the registered candidates and committees. Accessibility to the reports and expenditures is effective immediately after the filing deadlines, as is the case under the paper system.

We hope that it makes report filings easier for candidates and committees, while also providing citizens and interested parties with improved access to this important public information.
