The Governor and Executive Council convened at 11:00 a.m. with Councilors Shea, Hollingworth, and Wieczorek present, and Councilors Burton and Pignatelli present via teleconference.

DEPARTMENT OF HEALTH AND HUMAN SERVICES

Bureau of Elderly & Adult Services

#1 The Governor and Council on motion of Councilor Hollingworth, seconded by Councilor Shea, authorized to transfer $2,400,000 in Federal, County and State funds between expenditure classes as detailed in letter dated June 13, 2007. Effective upon G&C approval through June 30, 2007. Fiscal Committee approved.

Councilor Pignatelli asked that the following comments be included:

In the background information and explanation for this transfer request, I would have liked to see some recognition of the Nursing Home equalization and Nursing Homes entitled and due this money as detailed in House Bill 721. AND, regarding the last line in the request letter, we were told that provider payments would be delayed if the transfer was not approved by June 1, 2007, then by June 13, 2007? Now we are told that payments will not be delayed if we approve the item today, June 19, 2007.
