The Governor and Executive Council convened at 11:00 a.m. with Councilors Shea, Hollingworth, Wieczorek and Pignatelli present, and Councilor Burton present via teleconference.

DEPARTMENT OF HEALTH AND HUMAN SERVICES

Bureau of Elderly & Adult Services

#1 TABLED – The Governor and Council on motion of Councilor Hollingworth, seconded by Councilor Burton and further on a roll call vote of: Councilor Burton – yes, Councilor Shea – no, Councilor Hollingworth – yes, Councilor Wieczorek – yes, and Councilor Pignatelli - no, voted to table the request to transfer $2,900,000 in Federal, County and state funds between expenditure classes in the accounts as detailed in letter dated May 2, 2007. Effective upon G&C approval through June 30, 2007. Fiscal Committee approved.

DEPARTMENT OF ADMINISTRATIVE SERVICES

#24C The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Burton, and further on a roll call vote of: Councilor Burton – yes, Councilor Shea – yes, Councilor Hollingworth – yes, Councilor Wieczorek – yes, and Councilor Pignatelli - yes, voted to approve the request to enter into a contract with the Local Government Center Health Trust LLC, Concord, NH, to administer the prescription drug benefit provided to state employees and retirees, for an amount estimated to be $467,313.97. Effective July 1, 2007 through December 31, 2009.

The Governor and Council on motion of Councilor Pignatelli, seconded by Councilor Wieczorek voted to remove item #137 - which was tabled at the May 16, 2007 Meeting

NH LOTTERY COMMISSION

#137 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Pignatelli, voted to approve the request to reclassify position #18353 Chief Security Officer (salary grade 16) to Program Specialist II (salary grade 21).

The Governor and Council on motion of Councilor Hollingworth, seconded by Councilor Pignatelli voted to remove item #173 - which was tabled at the May 16, 2007 Meeting

DEPARTMENT OF TRANSPORATION

#173 The Governor and Council on motion of Councilor Hollingworth, seconded by Councilor Pignatelli, voted to approve as amended, the request of the Bureau of Rail & Transit to enter into a retroactive lease agreement with Grouse Point Club Community Association, Meredith, NH, for a parcel of land on the State-owned Concord to Lincoln Railroad Line in Meredith for $2,500 per year. Effective February 1, 2006 through May 21, 2008.
