The Governor and Council acted as follows:
#23 Authorized a Working Capital Warrant in the amount of $380,000,000 to cover expenditures for the Month of May 2005. (2)Further Authorized a Working Capital Warrant reporting expenditures of $418,322,918.79 for the Month of March and recommends the balance of $91,677,081.21 be lapsed.
#24 Authorized to accept and place on file the list of agency transfer for the Fiscal Year 2005 during the month of March.
#25 Authorized Bureau of General Services, to enter into a retroactive contract with Bow Plumbing
and Heating Corp.,
#26 Authorized to enter into a contract agreement with Henkels & McCoy, Inc., Blue Bell, PA, to install
communications conduit, for a total amount of $1,155,766.34. Effective upon G&C

#27 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Burton authorized the request to issue a warrant from funds not otherwise appropriated and the State Treasurer to issue checks in the amount of $22,548.67 to the rightful owners of abandoned or unclaimed funds.
ATTORNEY GENERAL
The Governor and Council acted as follows:

General, at a salary level of $63,200 for a five year term effective upon

INSURANCE DEPARTMENT
#32 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Spaulding authorized the request to pay State Assessment dues in an amount of $8,857 to National Association of Insurance Commissioners. Effective May 1, 2004 through April 30, 2005. 100% Other Funds.

#33 The Governor and Council on motion of Councilor Griffin,
seconded by Councilor Burton authorized the request to accept and place on file
the annual report for the calendar year ending
EMPLOYMENT SECURITY
The Governor and Council acted as follows:
#34 Authorized to enter into an amended service agreement with
NH Lock & Safe Co., Inc., (previously approved by G&C on 7-16-03, item
#36), for locksmith services at NHES’s offices
statewide increasing the total agreement by $1,000 to $19,000. Effective upon G&C
approval through
#35 Authorized to enter into a memorandum of understanding with
the Department of Health & Human Services, Office of Health Planning and
Medicaid, to provide wage and unemployment compensation benefit data on
Medicaid program enrollees for the purposes of evaluating participants in the
Medicaid for Employed Adults with Disabilities program. (2)Further Authorized to accept and expend an
estimated $500 annually for the first year with annual cost adjustments
estimated not to exceed $10% annually for a total cost not to exceed $2,320.50
from DHHS as reimbursement for costs incurred by NHES in conjunction with this

OFFICE OF LICENSED ALLIED HEALTH

#58 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Spaulding authorized the request to budget and expend $520 from funds not otherwise appropriated for an adjudicatory proceeding, which resulted in disciplinary action against a Respiratory Care Practitioner licensed by the Board.
POSTSECONDARY EDUCATION COMMISSION
#59 The Governor and Council on motion of Councilor Burton,
seconded by Councilor Pignatelli authorized the
request to award a $2,500 grant to Plymouth State University for the purpose of
granting scholarships to full-time and part-time students who are NH residents
enrolled in approved programs in a workforce shortage area in the State of NH,
and who will be selected for scholarships by the college on the basis of
financial need. When combined with
previous F& 2005 financial aid money, total funds awarded to

Disabilities Council
#60 Authorized to enter into an agreement with Mentorship,
Inc.,
#61 Authorized to enter into an agreement with the Disabilities
Rights Center, Inc., Concord, NH, to continue to provide expertise and support
to a coalition of organizations interested in improving special education for
all students in NH including providing information to various state and local
committees, boards and commissions which are discussing education adequacy and
funding as it pertains to students with disabilities and their families, in the
amount of $60,000. Effective
upon G&C approval through
#62 Authorized to enter into an agreement with the Future Planning Networks of NH, Lakeport, NH, to provide expertise and support to people with disabilities and their families in creating and maintaining support networks and in planning for the future, so that their lives are safe and secure when they no longer have their parents to assist them, in the amount of $25,000. 100% Federal Funds.

to provide human immunodeficiency virus and sexually transmitted disease
counseling, testing, referral, and treatment, by increasing the price limitation
by $58,500 from $57,956 to $116,456 and by extending the completion date to
