OFFICE OF ENERGY AND PLANNING
#1 The Governor and Council on motion of Councilor Griffin,
seconded by Councilor Burton Authorized the request to enter into a memorandum
of agreement with the NH Department of Transportation (DOT), NH Department of
Resources and Economic Development (DRED) and the NH Department of
Environmental Services (DES) for the purposes of improving the existing GRANIT
web site, archiving and distributing agency data through the GRANIT database
and providing technical support services for the development of GIS data and
applications for a total amount of $15,000.

COMMUNITY DEVELOPMENT FINANCE AUTHORITY
The Governor and Council acted as follows:
#2 Authorized under the provisions of
the Community Development Block Grant Program to enter into an agreement with
the Town of Greenville, NH, for the purpose of conducting a study to make the
Greenville Town Hall ADA compliant in the amount of $12,000. Effective upon G&C

#8 Authorized on motion of Councilor Griffin, seconded by Councilor Pignatelli, to accept the portrait of Vesta M. Roy from Doctor Albert Roy and Family. It is planned to have the portrait displayed near the Senate Chambers.
#9 Authorized to adjust the compensation of the Director of the Division of Plant and Property Management from a Grade GG to that of Grade HH. Fiscal Committee approved.
#10 Authorized Bureau of Court Facilities to exercise their
option to extend the term of the current rental agreement with the US Postal
Service, Asset Management, Englewood, CO, (previously approved by G&C on 11-16-05,
item #9), for 4,404 square feet of space serving as the Littleton District
Court, Littleton, NH. Effective
#11 Authorized Bureau of Court Facilities to amend a lease with
7 Liberty Hill LLC, Manchester, NH, (previously approved by G&C on 8-31-05,
item #38), to provide an additional 550 square feet of office space and
increase the monthly payment from $2,500 to $3,187.50 for the Henniker District

FOOD
#12 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Burton Authorized the
request to enter into a grant with the University of NH, Office of Sponsored
Research to assist in the promotion and advancement of Integrated Pest
Management practices in NH, in the amount of $39,620.86. Effective upon G&C
approval through
DEPARTMENT OF CULTURAL RESOURCES
The Governor and Council acted as follows:
#13 Authorized Division of Libraries to accept and expend a
grant in the amount of $1,500 from the Cogswell
Benevolent Trust, Manchester for the Summer Reading Experience. Effective upon G&C
approval through
#14 Authorized NH Film & TV Office to enter into a sole source contract with Dot.Org., Inc., Charlotte, NC, for a digital film library that is fully integrated with project and client management and driven by a web-based response system in the amount of $22,400. Effective upon G&C approval through June 30, 2007 with the option to renew annually through December 31, 2012 subject to G&C approval. (2)Further Authorized advanced payment of $8,000 to be made at the initiation of the project. (3)Further Authorized the Department of Cultural Resources to pay associated travel costs on behalf of Dot.Org not to exceed $2,000. 100% General Funds.
#15 Authorized Division of Historic Resources to accept a Historic Preservation Easement consisting of approximately 244.74 acres and no appraised value, located in the Towns of Randolph and Gorham, for the Robert C Potter Trust. Effective upon G&C approval.
TREASURY DEPARTMENT
#16 The Governor and Council on motion of Councilor Griffin, seconded by Councilor Burton Authorized the request to issue a warrant from funds not otherwise appropriated and the State Treasurer to issue checks in the amount of $9,019.63 to the rightful owners of abandoned or unclaimed funds. 100% General Funds.
ATTORNEY GENERAL
The Governor and Council acted as follows:
#17 Authorized the salary increase as
detailed in letter dated
#18 Authorized to reappoint Peter C. L. Roth as an Assistant Attorney General for a five year term effective retroactive to October 18, 2005 through October 18, 2010.
#19 Authorized to amend the terms of office for the
appointments of Richard Rugg and Coleen
C. Brickley, as members of the Equalization Standards
Board from a 2-year terms of office between
#20 Authorized to conduct a five-day skill building course
entitled “The Childhood Trust Forensic Interviewer Training” for professionals
involved in the county multidisciplinary Child Advocacy Center investigation
teams scheduled for April 17-21, 2006 and is to be held at Sheraton Harborside Hotel and Conference Center in Portsmouth, NH,
at a cost not to exceed $22,810.
(2)Further Authorized to enter into an agreement with the Sheraton Harborside Hotel and
#21 Authorized to conduct two multidisciplinary trainings for
professionals from around the state entitled “Living on the Edge: Working with
Families Impacted by Substance Abuse” will be held on April 20, 2006 at the
Holiday Inn, Concord, NH, at a cost not to exceed $9,067.80 and “Trauma and
Self Harming Behavior in Adults” will be held on May 23, 2006 at CR Sparks in
Bedford, NH at a cost not to exceed $9,503.40.
These figures reflect the anticipated printing costs and supplies,
presenter fees, hotel facility costs and anticipated printing registration fees
collected from up to 150 attendees at each of the trainings. (2)Further Authorized to accept and expend
registration fees for each of the two trainings above, in the amount of $35
from each of an estimated 150 participants at each training,
for a total amount not to exceed $10,500 to help defray the costs of these
trainings and facility expenses for the period of G&C approval through
EMPLOYMENT SERCURITY
The Governor and Council acted as follows:
#22 Authorized to reclassify position #11148, Clerk IV, salary grade 12, to Administrative Supervisor, salary grade 17. 100% Federal Funds.
#23 Authorized to amend a service agreement with Hampshire Fire Protection Co., (previously approved by G&C on 6-22-05, item #59), for mechanical sprinkler testing and repairs at NHE’s offices statewide, by increasing the price of $13,500 by $2,900 to $16,400. 100% Federal Funds.
#24 Authorized to amend a contract with Select Energy
Contracting Inc., (previously approved by G&C on
#25 Authorized to enter into a service agreement with McGonigle & Sons Irrigation LLC for lawn irrigation services at NHE’s offices statewide in the amount not to exceed $8,666. Effective upon G&C approval through June 30, 2006 with the option to extend for up to two additional one-year periods in the annual amount of $8,666 for a total of $25,998 through June 30, 2008. 100% Federal Funds.

#26 The Governor and Council on motion of Councilor Burton, seconded by Councilor Wieczorek Authorized the request to pay $336,000 in overtime for permanent personnel services out of salaries for vacant positions due to pending recruitment for the period July 1, 2005 through December 31, 2005.
NH FISH AND GAME DEPARTMENT
The Governor and Council acted as follows:
#27 Authorized to accept a $5,000 donation from the Lakes Region Inland Fishing Association Inc. 100% Other Funds.
#28 Authorized to accept and expend $115,000 in State Wildlife
Grant Funds from the US Fish and Wildlife Service for the purpose of
implementing Wildlife Action Plan Research projects. Effective upon G&C
