The Governor and Executive Council convened at 2:00 p.m. with all members present.

The Governor and Council deliberated on the Ward Bird pardon hearing.
After discussion the Governor and Council on motion of Councilor St. Hilaire, seconded by Councilor Burton voted to commute the sentence for immediate release. A roll call vote was held as follows: Councilor Burton – yes, Councilor St. Hilaire – yes, Councilor Sununu – no, Councilor Wieczorek – no, Councilor Wheeler – no, the motion failed.
Then, the Governor and Council on motion of Councilor Wheeler, seconded by Councilor Burton, and further on a roll call vote as follows: Councilor Burton – yes, Councilor St. Hilaire – yes, Councilor Sununu – yes, Councilor Wieczorek – yes, Councilor Wheeler – yes, voted to grant a full pardon.
The Governor negated the vote.
On motion of Councilor Wheeler, seconded by Councilor St. Hilaire, and further on a roll call vote as follows: Councilor Burton – yes, Councilor St. Hilaire – yes, Councilor Sununu – yes, Councilor Wieczorek – yes, Councilor Wheeler – yes, voted to commute the sentence to time served with no conditions and that Ward Bird is to be released immediately with no probation period.
The Honorable Board then Adjourned at 2:30 p.m.
