#26 Authorized to conduct a two-day training seminar on December 7-8, 2011 entitled “Jay McDuffee 2011 Motor Vehicle Homicide Training Seminar”, at the NH Police Standards and Training Council campus, Concord, NH, at a cost not to exceed $8,485, for the purpose of training police officers, investigators and prosecutors effective methods to capture and present information necessary to successful prosecution of impaired driver cases. #30A Authorized to enter into a sole source contract with the NH Alcohol and Drug Abuse Counselors Association d/b/a NH Training Institute on Addictive Disorders, Merrimack, NH, for training and travel coordination for individuals who are in collaboration with the NH Department of Corrections and the Division of Community Corrections, in the amount of $9,000. #31 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Burton authorized the request to continue three positions in a temporary status for one year, with an estimated 2012 fiscal impact of $66,128.48. 100% Federal Funds.
INSURANCE DEPARTMENT
#32 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Burton authorized the request to retroactively amend a contract with the University of NH, (originally approved by G&C on 6-22-11, item #33), to develop insurance rate information, by extending the end date from June 30, 2011 to June 30, 2012. No Additional Funding. 100% Federal Funds.
DEPARTMENT OF CORRECTIONS
#33 Authorized to transfer $1,472 within the account entitled Safe Streets Task Force, to provide certified Probation/Parole Officers to increase officer presence with the primary focus in the City of Manchester. Effective upon G&C approval though June 30, 2012. 100% Federal Funds. (2)Further authorized to accept and expend additional grant funding from the Federal Bureau of Investigation in the amount of $354 and the Drug Forfeiture-State Fund in the amount of $3,856 for a total of $4,210 to support the NH Safe Streets Task Force initiative by providing certified Probation/Parole Officers to increase officer presence with the primary focus in the City of Manchester. NEW HAMPSHIRE LIQUOR COMMISSION
#34 The Governor and Council on motion of Councilor Burton, seconded by Councilor St. Hilaire authorized the request to retroactively enter into an interagency lease agreement with the NH Department of Transportation in the amount of $25,160 annually for space at the NHDOT 11 Stickney Avenue Facility, Concord, NH, to house the Liquor Commission Maintenance Section. 100% Liquor Funds.

The Governor and Council acted as follows:
#35 Authorized with Councilor Sununu recusing himself, the Division of Parks and Recreation, Cannon Mountain, to enter into a retroactive contract with Gregsak Engineering Inc., Chester, NH, for architectural and structural compliance services for the Brookside building addition at Cannon Mountain Ski Area, in the amount of $5,000. Effective October 17, 2011 through December 23, 2011. 100% Ski Area Funds.
#36 Authorized the Office of Workforce Opportunity to amend a sole source contract with NH Department of Education, Concord, NH, (originally approved by G&C on 7-13-11, item #44), for the delivery of Workforce Investment Act re-employment services, by increasing the amount from $6,722,606 to $7,072,606 an increase of $350,000, and by extending the end date through December 31, 2012 from December 1, 2011. 100% Federal – Governor’s Discretionary Funds.
#37 Authorized the Division of Forests and Lands to enter into a contract with Charles Caron, Westminster, MA, for boundary line maintenance work at Nash Stream Forest, in the amount of $3,990. Effective upon G&C approval through November 30, 2012. 100% Agency Income (Forest Management and Protection Funds).
#38 TABLED – The Governor and Councilor on motion of Councilor Burton, seconded by Councilor St. Hilaire voted to approve this item. On motion of Councilor Wheeler, seconded by Councilor Sununu, a request to reconsider was made. After discussion, the Governor and Council on motion of Councilor Wheeler, seconded by Councilor St. Hilaire, voted to table the request of the Division of Parks and Recreation to enter into a contract with MC Contracting Inc., Tyngsboro, MA, for cedar shingle roof replacement on the Yankee Building at Mt. Washington State Park in Sargent’s Purchase, in the amount of $115,000. Effective upon G&C approval through August 31, 2012. 100% Capital Funds.
#39 Authorized the Division of Parks and Recreation to amend a retroactive sole source contract with the Town of Bristol Police Department, for additional security coverage and traffic control at Wellington State Park, by increasing the amount by $3,900 from $3,900 to $7,800, and by extending the end date of September 15, 2011 to June 30, 2012. 100% State Park Account.
#40 Authorized with Councilor Sununu recusing himself, the Division of Parks and Recreation, Cannon Mountain, to enter into a retroactive contract with Lee F. #41 The Governor and Council on motion of Councilor Burton, seconded by Councilor St. Hilaire authorized the request to acquire the fee title to 110+/- acres in Columbia, NH from Gary D. #42 The Governor and Council on motion of Councilor Burton, seconded by Councilor Sununu authorized the request to enter into a retroactive sole source agreement with the Connecticut River Joint Commissions Inc., Lebanon, NH, to provide administration, management, and program assistance, in the amount of $60,000. #44 Authorized with Councilor Wheeler voting no, to exercise the option to amend and extend a sole source contract with the Regional Greenhouse Gas Initiative, Incorporated, New York, NY, for continuation of the NH Carbon Dioxide Budget Trading Program, by increasing the contract by an amount not to exceed $100,000 from $514,192 to $614,192, and by extending the end date to December 31, 2012 from December 31, 2011. 100% Carbon Dioxide Trading Funds.
#45 Authorized to enter into an agreement with Lotic Inc., Unity, ME, for the purpose of processing aquatic benthic samples and taxonomic identification, in the amount of $37,500. Effective upon G&C approval through May 31, 2016. 100% Federal Funds.
#46 Authorized to amend a Joint Funding Agreement to the US Geologic Survey, Pembroke, NH, (originally approved by G&C on 4-27-11, item #41), for $20,000 to complete a project to better protect drinking water from contamination. No Additional Funding. 100% Federal Funds.

Authorized to enter onto a contract with 22nd
Century Technologies, New York NY, in an amount not to exceed $1,000,000 for
the provision of information technology services from G&C approval through
November 30, 2014. Funding source shall be provided through individual
agency expenditures under the direction of DOIT.
