DEPARTMENT OF CULTURAL RESOURCES
The Governor and Council acted as follows:

NH DEPARTMENT OF AGRICULTURE, MARKETS &
FOOD
#28 The Governor and Council on motion of Councilor Griffin, seconded by Councilor Wieczorek authorized the request to amend a grant with the University of NH Cooperative Extension, Durham, NH, (previously approved by G&C on 8-18-04, amended on 2-9-05), to assist the department in the expansion of its computer website to include a section about farm risk management and crop insurance, along with other information technology improvements such as improvement and expansion of its Internet presence (including acquisition of appropriated equipment and software and website management), by extending the spending period upon G&C approval through June 30, 2006. 100% Other Funds.
STATE CONSERVATION COMMITTEE
The Governor and Council acted as follows:
#29 Authorized to enter into a grant with the Loon Preservation
Committee of NH Audubon, for the Territory Ranking Project Northern NH, in the
amount of $26,000. Effective
upon G&C approval through
#30 Authorized to enter into a grant with UNH Cooperative
Extension,
ATTORNEY GENERAL
The Governor and Council acted as follows:
#31 Authorized to accept a grant in the amount of $113,303 from
the Administration for Children and Families, US Department of Health and Human
Services entitled Children’s Justice Act Grant, to be utilized to improve the
criminal justice’s response in the handling of actual or suspected cases of
child abuse or neglect in the State. Effective upon G&C approval through
#32 Authorized to accept and expend a supplemental grant in the
amount of $232,197 from the federal Bureau of Justice Assistance, Project Safe
Neighborhoods Grant Program, to promote gun safety. Effective upon G&C
approval through
#33 Authorized to accept a grant in the amount of $972,000 from
the US Department of Justice, Office of Violence Against
Women, to be utilized to improve the state’s response to women in NH who are
victims of violent crime. Effective upon G&C approval through
#34 Authorized Chief Medical Examiner’s
Office to take possession of a three-headed teaching microscope being gifted to
the State from
#35 Authorized to appoint Esther Bixler
Piszczek as an Assistant Attorney General, at a

#36 Authorized Chief Medical Examiner’s Office to accept donated computer hardware and software totaling $853.94 as well as 100 hours of time from Mr. Ben Herman valued at $2,500.
#37 Authorized to amend the 2002 Safe Havens federal grant
award (previously approved by G&C on
#38 Authorized to amend a contract with Alexander Chirkov, MD, Ph.D of Lincoln, RI,
(previously approved by G&C on 6-1-05, item #51), as a substitute medical
examiner, by increasing the limit from $8,972 to $12,000 an increase of
$3,028. Effective retroactive to
#39 DENIED – The
Governor and Council on motion of Councilor Wieczorek,
seconded by Councilor Griffin voted to deny
the petition of Carlos Jorge Carela requesting a
pardon hearing for the offenses of
#40 DENIED – The Governor and Council on motion of Councilor Spaulding, seconded by Councilor Wieczorek and with Councilor Burton voting no, voted to deny the petition of Mark W. Coulter requesting a pardon hearing for the offenses of Habitual Offender and DWI Subsequent Offense. The petitioner is not eligible for an annulment.
#41 DENIED – The Governor and Council on motion of Councilor Griffin, seconded by Councilor Spaulding voted to deny the petition of William Henry Poole requesting a pardon hearing for the offense of Theft by UnAuthorized Taking. The petitioner is not eligible for an annulment.
DEPARTMENT OF LABOR
#42 The Governor and Council on motion of Councilor Griffin,
seconded by Councilor Wieczorek authorized the
request to accept and expend retroactive
federal funds of $464,305 from the US Department of Labor’s Senior
Community Service Employment Program, to support project that provide gainful,
part-time community service employment, training opportunities, and
unsubsidized employment for persons with low income who are 55 years of age or
older. Effective

#43 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Pignatelli authorized the request to accept and place on file the 2004-2005 Biennial Report.
