#2A Authorized to relocate offices from Chenell Drive, Concord, to Johnson Hall, Pleasant Street, Concord, by November 15, 2011 in order to achieve cost savings for office space. The Governor and Council acted as follows:

#4A Authorized a Working Capital Warrant in the amount of $600,000,000 to cover the payment of expenditures for the month of November.

#14 Authorized to conduct a three-day training on Eye Movement Desensitization and Reprocessing, for the NH Network of Trauma Informed Mental Health Providers, to be held at the Common Man Inn in Plymouth, NH, at a cost not to exceed $12,037.20. (2)Further authorized to enter into an agreement with the Common Man Inn Inc., for the conference facilities and food services for the three-day training, in an amount not to exceed $3,412.20. #16 Authorized to amend a $400,000 grant received from the Office of Justice Programs, Bureau of Justice Assistance(originally approved by G&C on 11-4-09, item #16), to be utilized to support offender reentry, by extending the end date from September 30, 2011 to March 31, 2012. #17 Authorized to retroactively amend a $100,000 federal grant received from the Federal Bureau of Justice Assistance, Federal Fiscal Year 2010 John R. Justice grant program (originally approved by G&C on 3-16-11, item #46), to be utilized to provide student loan financial assistance to public defenders and prosecutors in NH. No Additional Funds. 100% Federal Funds. Fiscal Committee approved.

#18 The Governor and Council on motion of Councilor Burton, seconded by Councilor St. Hilaire authorized the request to accept and place on file the 2010-2011 Biennial Report.
DEPARTMENT OF CORRECTIONS
#19 The Governor and Council on motion of Councilor Wieczorek, seconded by Councilor Burton authorized the request to accept and expend additional funds made available through the Federal Prison Rape Elimination Act Grant, in the amount of $24,120 to increase awareness and prevention of Prison rape and sexual misconduct within the NH Corrections Facilities. Effective upon G&C approval through December 31, 2011. 100% Federal Funds.

#50 (9/14/11 G&C) Authorized to award grant funds in the amount of $151,040 to Monadnock Paper Mills Inc., to rebuild a dormant hydroelectric generating unit and install flashboards on the dam crest at the Monadnock Station facility in Bennington, NH. Effective upon G&C approval through December 31, 2012. 100% Renewable Energy Funds.
#51 (9/14/11 G&C) Authorized to award grant funds in the amount of $100,000 to Revolution Energy LLC, to design, develop, build, own, and operate a 140 kilowatt solar photovoltaic system on the main office of Favorite Foods Inc., Somersworth, NH. #52 (9/14/11 G&C) Authorized to award grant funds in the amount of $165,000 to Spaulding Ave Industrial Complex LLC, to replace the existing culvert in the tailrace that runs parallel to the Salmon Falls River with four new culverts, thereby increasing the generating capacity of the existing hydroelectric system in Rochester, NH. #22 Authorized with Councilor Sununu recusing himself, the Division of Parks and Recreation, Cannon Mountain to enter into a contract with GG Young Company, Franconia, NH, for the Brookside Addition roof installation at Cannon Mountain Ski Area, in the amount of $26,250. #23 Authorized with Councilor Sununu recusing himself, the Division of Parks and Recreation, Cannon Mountain to enter into a retroactive sole source contract with William C. Wallace Prefab Corporation, Danbury, NH, (originally approved by G&C on 8-10-11, item #45), in order to connect the newly constructed addition to the existing Brookside Building at Cannon Mountain Ski Area, by increasing the amount by $3,152 from $44,286 to $47,438, and by extending the completion date to October 30, 2011 from September 30, 2011. 100% Ski Area Funds.
NEW HAMPSHIRE FISH AND GAME DEPARTMENT
#24 The Governor and Council on motion of Councilor Wheeler, seconded by Councilor Burton authorized the request to transfer of $268,241 of unexpended funds from Excess Registration Fees to the Fish and Game OHRV Fiscal Year 2012 Operating Budget. Fiscal Committee approved.
DEPARTMENT OF ENVIRONMENTAL SERVICES
The Governor and Council acted as follows:
#25 Authorized to budget and expend $250,000 in Pass-Thru Federal FEMA funds from the Department of Safety, Division of Homeland Security and Emergency Management, for the purposes of updating the state drought management plan.
