The Governor and Executive Council convened at 3:30 p.m. with all members present.

The Governor and Executive Council on motion of Councilor Wieczorek, seconded by Councilor Burton, accepted the minutes of December 20, 2010.

The Governor and Council, on motion of Councilor Wheeler, seconded by Councilor Wieczorek, voted to set the date for a special election for State Representative, Hillsborough County, District 4. A roll call vote of Councilor Burton yes, Councilor St. Hilaire yes, Councilor Sununu yes, Councilor Wieczorek yes, and Councilor Wheeler yes, was taken.

 

The filing period will begin on January 10, 2011 and end on January 14, 2011. The primary election will be March 15, 2011. The special election will be May 17, 2011.

The Governor and Executive Council swore into office the following Representatives-elect:

DEPARTMENT OF ADMINISTRATIVE SERVICES

The Governor and Council acted as follows:

 

#1 TABLED The Governor and Council on motion of Councilor Wheeler, seconded by Councilor St. Hilaire, voted to table the request to make transfers from the Salary Adjustment Fund to agency permanent personnel service accounts. (2)Further authorize to make transfers from the Benefit Adjustment Fund to agency benefit accounts. (3)Further authorize to make a quarterly report of all such transfers to G&C or final approval.

 

#2 TABLED The Governor and Council on motion of Councilor Wheeler, seconded by Councilor Wieczorek, voted to table the request to transfer funds up to $25,000 within departments, not to exceed the total amounts of funds available. (2)Further authorize to make a quarterly report of all such transfers to G&C for final approval.

 

#3 Authorized the list of G&C meeting dates for the period of January through June 2011.

 

STATE TREASURY

The Governor and Council acted as follows:

 

#4 Authorized to invest and reinvest any surplus funds of the State. (2)Further authorize to act as Custodian of all such funds that have been previously placed in the custody of the State Treasurer, and of other trust funds of the State.

 

#5 Authorized to renew the revolving funds as detailed in letter dated January 3, 2011, for which the State Treasurer holds receipts, for the ensuing two years, in the total amount of $341,830.
