GOVERNOR AND EXECUTIVE COUNCIL MINUTES

State House, Concord New Hampshire

January 4, 2007 3:30 p.m.

 

The Governor and Executive Council convened at 3:30 a.m. with all members present.

 

The Governor and Executive Council on motion of Councilor Wieczorek, seconded by Councilor Burton, accepted the minutes of December 12, 2006.

 

The Governor and Executive Council, on motion of Councilor Burton, seconded by Councilor Wieczorek approved the phone poll appointment of several persons nominated for Civil Commissions December 27, 2006.

 

The following representatives-elect were sworn into office:

                                TREASURY DEPARTMENT

#1            Authorized the following resolution: RESOLVED: That the State Treasurer shall invest and reinvest any surplus funds of the State, in accordance with the provisions of RSA 6:8.  RESOLVED: That the State Treasurer shall be and herby is, designated to act as Custodian of all such funds as have been previously placed in her custody as State Treasurer, and of the other trust funds of the State.

 

#2            Authorized revolving funds in possession of the several state departments be renewed for the ensuing two years as specified in letter of January 3, 2007.

 

                                ADMINISTRATIVE SERVICES

#3            Authorized the list of Governor and Council meeting dates for the period of January through June 2007.

 

#4            Authorized the Commissioner of the Department of Administrative Services to make transfers from the Salary Adjustment Fund to permanent personnel service accounts after approval by the Director of the Division of Personnel, as Authorized under RSA 99:4.  (2)Further Authorized the Commissioner of the Department of Administrative Services to make transfer from the Benefit Adjustment Fund to agency benefits accounts, as Authorized under RSA 9:17C.  (3)Further Authorized the Commissioner of the Department of Administrative Services to make a monthly report of all such transfers to Governor and Council for their final approval.

 

 

 

 

#5            Authorized the Commissioner of the Department of Administrative Services, with prior advice and approval of the Governor, to approve transfers of funds up to $10,000 within departments not to exceed the total amounts of funds available, as provided under RSA 9:16 and 9:17.  (2)Further Authorized the Commissioner of the Department of Administrative Services to make a report monthly of all such transfers to Governor and Council for their final approval.

 

#6            Authorized the Budget Officer, with prior advice and approval of the Governor, to make the necessary adjustments in quarterly allotments not to exceed the total funds available for expenditures for the fiscal year.  (2)Further Authorized the Budget Officer to make a quarterly report of all such adjustments to the Governor and Council for their final approval.

 

 

 

 

 

 

 

Next Governor and Executive Council meeting is scheduled for Wednesday, January 10, 2007 at 10:00 a.m. at The State House, Concord, NH.
