item #23 of the 11-2-05 meeting, by reallocating funds in the amount of $16,985
from Class 050 and establishing Class 045 for the best use of funds for the
remaining spending authority. Effective upon G&C approval through
#19 Authorized Division of Animal Industry to accept and expend
grant funds from the USDA Animal and Plant Health Inspection Service in the
amount of $5,000 to be used to provide financial assistance to the State for Scrapie Disease surveillance, flock certification
, education for flock owners and veterinarians, and supporting the fairs
in maintaining isolation pens and education to maintain a Scrapie
Disease free environment. Effective upon G&C approval through

#22 The Governor and Council on motion of Councilor Burton,
seconded by Councilor Spaulding and with Councilor Pignatelli
voting no, authorized the request to
enter into a retroactive sole source agreement
with the Connecticut River Joint Commissions, Charlestown, NH, to hire the
equivalent of one full time staff person, in the amount of $39,285. Effective

as an Assistant Attorney General, at a salary level of $45,547. Mr. LaBonte will be
occupying a position with a five year term that expires

#26 TABLED – The Governor and Councilor on motion of Councilor Spaulding, seconded by Councilor Wieczorek and with Counilor Pignatelli voting no, voted to table the petition of Dale Frederick Gardner requesting a pardon hearing for the offense of Aggravated Felonious Sexual Assault. The petitioner is not eligible for an annulment.

with The Nature Conservancy to undertake management measures and outreach
activities to maintain and promote protection of NH’s native plant species and
