                                BUSINESS FINANCE AUTHORITY

#1            Authorize to hold a Public Hearing with respect to the financing of a commercial facility by the Business Finance Authority for Senior Housing of New Hampshire, Inc. located in Meredith, New Hampshire. Action will authorize a Resolution under RSA 162-I:9 to determine the financing will serve a public use, provide public benefit and is within the policy and authority of the Act.

 

                                COMMUNITY DEVELOPMENT FINANCE AUTHORITY

#2            Authorize to amend an agreement with the City of Claremont, NH, (previously approved by G&C on 3-22-06, item #8), for the purpose of constructing a child care facility in Claremont, by extending the completion date to June 30, 2008 from June 30, 2007.  100% Federal Funds. 

 

#3            Authorize to amend an agreement with the Town of Littleton, NH, (previously approved by G&C on 5-3-06, item #2), for the purpose of developing affordable elderly housing, by extending the completion date to June 30, 2008 from June 30, 2007.  100% Federal Funds. 

 

#4            Authorize to amend an agreement with the City of Berlin, NH, (previously approved by G&C on 8-3-05, item #9, amended on 4-19-06, item #9), for the purpose of preparing the site to construct affordable elderly housing and retail/commercial space in Downtown Berlin, by extending the completion date to June 30, 2008 from June 30, 2007.  100% Federal Funds. 

 

#5            Authorize to enter into an agreement with the Town of Peterborough, NH, for infrastructure improvements that will assist the Town in construction of a connector road for purposes of access and safety near Monadnock Community Hospital, in the amount of $500,000.  Effective upon G&C approval through December 31, 2009.  100% Federal Funds. 

 

#6            Authorize to enter into an agreement with the Town of Brentwood, NH, for the purpose of supporting the start up operations of a new business, Asphalt Recovery Technologies, in the amount of $500,000.  Effective upon G&C approval through December 31, 2009.  100% Federal Funds.

#10          Authorize to enter into a sole source contract with Nashua Regional Planning Commission, Nashua, NH, for planning assistance and training to municipalities on local, municipal and regional planning issues, in the amount of $24,915.  Effective July 1, 2007 through June 30, 2008.  100% General Funds. 

 

#11          Authorize to enter into a sole source contract with Rockingham Planning Commission, Exeter, NH, for planning assistance and training to municipalities on local, municipal and regional planning issues, in the amount of $26,539.  (2)Further authorize to advance the vendor $6,634 to immediately begin work for the first quarter of FY 2008.  Effective July 1, 2007 through June 30, 2008.  100% General Funds. 

 

#12          Authorize to enter into a sole source contract with Strafford Regional Planning Commission, Dover, NH, for planning assistance and training to municipalities on local, municipal and regional planning issues, in the amount of $25,450.  (2)Further authorize to advance the vendor $6,362 to immediately begin work for the first quarter of FY 2008.  Effective July 1, 2007 through June 30, 2008.  100% General Funds. 

 

#13          Authorize to enter into a memorandum of agreement with the Department of Environmental Services, Concord, NH, for the continued operation of the Granite State Clean Cities Coalition in the amount of $55,000.  Effective July 1, 2007 through June 30, 2009.  100% Federal Funds. 

 

#14          Authorize to enter into a sole source contract with Southwest Region Planning Commission, Keene, NH, for planning assistance and training to municipalities on local, municipal and regional planning issues, in the amount of $25,438.  (2)Further authorize to advance the vendor $6,359 to immediately begin work for the first quarter of FY 2008.  Effective July 1, 2007 through June 30, 2008.  100% General Funds. 

 

                                OFFICE OF INFORMATION TECHNOLOGY

#15          Authorize to amend an error in the Fiscal Years as detailed in letter dated May 15, 2007, in the funding for payment to the National Association of State Chief Information Officers, Lexington, KY, (previously approved by G&C on 4-18-07, item #10), for membership in NASCIO for fiscal years 2008 and 2009, to allow payment in June of fiscal years 2007 and 2008, in order to ensure membership full rights as of July 1 for each year.

 

#16          Authorize to amend a sole source contract with Netsmart New York Inc., Great River, NY, for the support and maintenance of the Patient Care System at NH Hospital, by increasing the amount by $395,447 to $1,449,057 and by extending the end date from June 30, 2007 to June 30, 2010.  100% Other Funds. 

 

#17          Authorize to enter into a contract with Software House International Incorporated, Paxton, MA, for software and peripheral services, including support services and maintenance, in the amount of $34,000.  Effective August 31, 2007 through August 30, 2008.  100% Other Funds. 

 

#18          Authorize to retroactively pay Oracle of Chicago, IL, in the amount of $2,125, for training conducted during the period of May 4, 2006 through June 2, 2006.  100% Other Funds. 

 

#19          Authorize to amend a sole source contract with The Medstat Group Inc., Ann Arbor, MI, to provide for ongoing contractor system maintenance and enhancements for the Department of Health and Human Services’ Medicaid Decision Support System, by increasing the amount by $775,480 from $2,902,677 to an amount not to exceed $3,678,157, and by extending the end date from June 30, 2007 to June 30, 2009.  100% Other Funds. 

 

#20          Authorize for the benefit of DHHS to enter into a contract with Interactive Voice Applications Inc., Dallas, TX, to purchase an email based Random Moment Sample service in the amount of $85,000.  Effective upon G&C approval through June 30, 2012.  (2)Further authorize an advance payment of $12,000 in State Fiscal Year 2007 for operations and maintenance in SFY 2008.  100% Other Funds. 

 

                                OFFICE OF THE ADJUTANT GENERAL

#21          Authorize to transfer appropriated funds in the amount of $60,672 within organizational unit of the appropriation warrant dated July 1, 2006, Chapter 176:01, Laws of 2005, for fiscal year 2007, to compensate for expected shortfalls and to adjust the budget as detailed in letter dated April 20, 2007.  100% Federal Funds.  Fiscal Committee approved.

#31          Authorize to accept donations of a Walker Mower with mowing decks, landscaping services and sod in the amount of $18,673.60 for the NH State Veterans Cemetery to be used for the betterment of the cemetery.

#32          Authorize Bureau of Graphic Services to transfer $28,000 in FY 2007 appropriations as detailed in letter dated April 24, 2007.  Effective upon G&C approval through June 30, 2007.  100% Transfers from other agencies.  Fiscal Committee approved. 

 

#33          Authorize Bureau of Public Works Design and Construction to enter into a contract with Horne Construction Company Inc., Rochester, NH, for Hangar 3 repairs at the Skyhaven Airport, Rochester, NH, for a total price not to exceed $100,578.  Effective upon G&C approval through forty days.  (2)Further authorize the amount of $1,200 for payment to the Department of Administrative Services, Bureau of Public Works Design and Construction for engineering services provided.  100% Highway Funds. 

 

#34          Authorize Bureau of Public Works Design and Construction to enter into a contract with Interstate Electrical Services, Corporation, N. Billerica, MA, for installation of Fire Alarm Systems at various Division of Motor Vehicle Offices located throughout the State, for a total price not to exceed $78,602.  Effective upon G&C approval through December 14, 2007.  (2)Further authorize a contingency in the amount of $7,800 for unanticipated expense for the Department of Motor Vehicles Storage Building, bringing the total to $86,402.  (3)Further authorize the amount of $7,200 for payment to the Department of Administrative Services, Bureau of Public Works Design and Construction for engineering services provided, bringing the total to $93,602.  100% Highway Funds. 

 

#35          Authorize Bureau of Public Works Design and Construction to enter into a contract with Virgin Construction Corporation, Franklin, NH, for design/build water line extension at NH Technical Institute, Concord, NH, for a total price not to exceed $304,000.  Effective upon G&C approval through October 15, 2007.  42% General, 58% Student Funds. 

 

#36          Authorize Bureau of Public Works Design and Construction to enter into a contract with J.C. Cannistraro LLC, Watertown, MA, for design/build sprinkler system upgrades for the Men’s Prison, Concord, NH, and Stark House, Manchester, NH, for a total price not to exceed $312,225.  Effective upon G&C approval through November 16, 2007.  100% General Funds. 

 

#37          Authorize Bureau of Public Works Design and Construction to enter into a contract with The Melanson Co Inc., Bow, NH, for roof replacement, NH Community Technical College – Laconia, NH, for a total price not to exceed $299,450.  Effective upon G&C approval through November 2, 2007.  (2)Further authorize a contingency in the amount of $45,550 for unanticipated expense for NHCTC Roof Replacement, brining the total to $345,000.  100% General Funds. 

 

#38          Authorize Bureau of Court Facilities to enter into an agreement with Grafton County, North Haverhill, NH, providing office and courtroom space, for a total not to exceed $836,473.32.  Effective July 1, 2007 through June 30, 2010. 

 

#39          Authorize Bureau of Court Facilities to enter into a lease agreement with the Beacon Mill Corporation, Laconia, NH, to temporarily house the Laconia District Court, for a total amount not to exceed $221,686.16.  Effective August 13, 2007 through August 12, 2009. 

 

#40          Authorize Bureau of Court Facilities to enter into an agreement with Cheshire County, Keene, NH, providing office and courtroom space, for a total not to exceed $783,551.04.  Effective July 1, 2007 through June 30, 2009. 

 

#41          Authorize Bureau of Court Facilities to retroactively pay Granite Creek Garden Center of Brentwood, NH, the amount of $1,000 for delivery of 30 yards of bark mulch.

 

#42          Authorize to enter into an enrollment and eligibility administrator contract with Choicelinx Corporation, Manchester, NH, to provide an internet-based benefit enrollment process and related services for state employees, retirees and their eligible dependents in an amount not to exceed $723,000.  Effective July 1, 2007 through June 30, 2009.

#45          Authorize to deposit as available, funds of the State, in any banks as detailed in letter dated May 4, 2007.

 

#46          Authorize to enter into a sole source agreement with Grant Street Group Inc., Pittsburgh, PA, to develop, operate, administer, maintain and support a “private label” NH Treasury – specific website and underlying software to utilize in online internet auctions when investing state funds in certificates of deposit of qualified NH banks in the amount of $15,000.  Effective upon G&C approval through June 13, 2011.  (2)Further authorize advance payment in the amount of $7,500.  100% General Funds. 

 

#47          Authorize to issue a warrant from funds not otherwise appropriated and the State Treasurer to issue checks in the amount of $24,880.76 to the rightful owners of abandoned or unclaimed funds.
